Climate Change policy EU: progress to the 2020 and Kyoto targets

European Environment Agency has produced a report on progress to the EU 2020 targets for reduction of emissions - which is good - and progress to the Kyoto targets for the EU-15 - which is also good but with potential for problems if some countries slide back.
